I am directed to remind you that the proposal now made by the Colonial Treasurer of Hong Kong that the government of India should levy, in the shape of an export duty upon Indian opium, and should pay to the Chinese Government, the amount of the Chinese Revenue derived from Indian opium imported into China was suggested by Sir T.
